MAKAKALIKASAN (Nature Party Philippines) welcomes this article as an attempt at presenting an optimistic take at what many perceived as an "green economic recovery" taken from various recent initiatives of government. While we do not disagree with appreciating these plans and policies that do seemed to be supporting of the Green Agenda, by experience we know that the Philippines is very effective in writing plans and policies but not as effective in consistent implementation. Coupled with graft & corruption the result is poor performance. We believe it is not enough that we have all these policies and plans, the full resources, authority and power of the state through the government for incentivizing actions and/or coercive enforcement must be put forth. A powerful countervailing force both in civil society and politics such as a a green party are equally or perhaps even more important than a reforming private sector with its now triple bottom lines with ESG.

Action follows funds. If you really want to understand the real policy & performance of government, you need to know where it is allocating its resources and how these funds are properly utilized. In this case, if one needs to understand what PH government's climate actions are, following our NDC (nationally determined contribution) to the Paris Climate Agreement with our 75% GHG emission reduction target but under a 72.29% conditional and only 2.71% unconditional caveat.
The high conditional caveat is being justified by government as we are an early onset country, meaning the impacts of climate change is already being felt here now and thus we need more resources from other countries to act on these. But government also recognizes that our bargaining for this is weak, especially that the Paris Climate Agreement was adopted without a clear agreement on actions for "loss and damage" that MAKAKALIKASAN has continuously moved our negotiations in the UNFCC continue to fight for. When one looks at where the committed funds for the 2.71% unconditional targets that we can already do without the need for funding from other countries, MAKAKALIKASAN is concern that it is going more into infrastructural projects that while many are supportive of the overall green agenda, it really raises the question whether this is the right allocation for more pressing emergency actions that need to be secured like food, rehabilitation of natural coastal ecosystems and others.
