1. CONCEPT
This GREEN PRIMARY ELECTIONS is an internal process of the MAKAKALIKASAN (Nature Party Philippines) to surface from the community, nominations to the Presidentiable, Vice Presidential and Senatorial candidates of the Party. A year before National and Local Elections in the Philippines, the Party shall executive its Party Primary Election System through the Governance Committees of the Regional, Provincial Divisions and all its City/Municipality Chapters. This system shall integrate within the regular operations of the Party a 6-month series of selection, nomination and eventually internal primary elections among Party members across all chapters and divisions to select the best Party members to be our official candidates in Philippine local and national elections. This system shall be open to the participation and scrutiny of the public and shall accept 20% of the final votes considered from non Party members who will join the primary elections. The final primary elections at the Regional Division levels shall be done during the last Regional Assemblies prior to the National Assembly held 6-months before any National and Local Elections in the Philippines. The National Party Primary Elections shall be held during that same National Assembly. The Party Governance Committees, shall provide support to the work of the Party Primary Elections system. The National Assembly’s Regular Agenda shall include the completion of the Party Primary Elections and the public declaration of the National and Local Green Candidate Slate of the Party for the next Philippine National and Local Elections. 2. 3. Voters
3.1. All Filipino voters can register by various means (website, email, txt, by filing up a form, etc) to be a voter in this Green Primary Elections. 3.2. However, only 20% weight will be assigned to the final votes taken from non-party member registered voter (the public votes). Party members votes will carry an 80% weight in the final computation of the votes. 4. Nomination 4.1. There shall be two levels of nomination. The first, is a public nomination that is open to anyone, regardless whether they are a party member or not. 4.2. Any Filipino may nominate any other Filipino at this first level of nomination process. The second level will be limited to party members. At this stage any Filipino can still make the nomination but only party members may be nominated. 4.3. Between the first and second nomination process, it is the responsibility of nominating persons/groups and the local MAKAKALIKASAN group to convince the non-member nominee to join the Party as a member. 4.4. We will utilize all available mechanism to allow for broad participation in this primary election process including nominating by regular mail, email, SMS, website, community meetings and events and others 4.5. All nominees must agree to join the process before he/she can be declared a nominee. 5. Public Campaign 5.1. All Party groups and party organizations will be encouraged to do their share in organizing localized public awareness campaigns on the nominees for the MAKAKALIKASAN primary elections. 5.2. All party organizations are hereby authorize to enter into partnerships with other groups and individuals with the purpose of organizing public awareness activities such as fora, conferences, RTDs (round table discussion), debates, etc to announce and promote the nominees in the party primary elections for local positions 6. Campaign Period 6.1. Each Party Chapters (city/town level) shall organize at least one public debate/fora with all the local nominees within their area to be invited as participants as a contribution to the campaign. 6.2. For national-level positions (Senators, President, Vice President, Party List); the Party Institute shall create personal websites of all nominated candidates following a uniform design. A questionnaire will be developed and to be filled up by the nominees as source of content for the website. Included in the website will be a video campaign message of the nominee outlining his/her platform of governance and his/her positions on key issues. 4.3. The Party shall host at least one (1) public fora/ debate for senatorial nominees to be covered by mass media as part of the campaign. 4.4. All party organizations are hereby authorize to enter into partnerships with other groups and individuals with the purpose of organizing public awareness activities such as fora, conferences, RTDs, debates, etc to announce and promote the nominees in the party primary elections for national positions 5. Elections Process 5.1. We will utilize all available mechanisms to allow for broad participation in this primary election process including voting by regular mail, email, SMS, website, community meetings and events. 5.2. Election for the local positions will be done in a period of one-month from September 1 culminating at 12nn of September 30 which is the proposed date for the simultaneous convening of the Party Local Chapter Assemblies. All the votes will be tallied and announced by 6pm of the same day. 5.3. Elections for the Senatoriables, President and Vice President & Party List candidates of the Party will be done starting September 1 but will culminate in day 1 of the Party National Assembly and Election Party Convention by mid October. Besides the votes already taken until 12 nn of that day from various means (website, txt, email, filled up ballot, etc), the delegates of the Congress will also cast their votes 5.4. All winners of the Party Primary Elections from local to national positions will be announced as a final activity of the MAKAKALIKASAN National Assembly and Election Party Convention PRIMARY ELECTIONS 2022 for the Barangay (Village) and SK (Youth Council) Elections For 2022, we will conduct a primary election process and support key local party chapters who will actively be sup- porting individual party members running with a full slate during the May or October barangay and SK (Sangguniang Kabataan) elections; in at least one Barangay per region. We recognize and respect that the Barangay and SK elections remain non-partisan and will not do any action to directly support the electoral campaigns of Party members intending to run in the May or October 2020 SK and Barangay elections. However, it is our duty to encourage and pre-select internally within the Party capable individuals who can serve in the Barangay and SKs and convince them to organize themselves and prepare to run. We do this under the "Primary Election" process as provided for in our internal rules. The target of doing this in a select one (1) barangay per region is consistent with the requirement of the Party to set-up 17 regional coordinating centers or 1 each region. We intend to make this intervention within Barangays where the Party shall set up these regional coordinating centers in order to ensure a political foothold where we will begin our regular day to day operations as an emerging national party. Party members who are planning to run in the October 2022 Barangay and SK elections are requested this early to coordinate. |
